can the vsp be used to run fan

can the virable speed port be used to run this fan and are there any temp sensors that could be put on the heatsinks of a led setup to control the speed of the fan

Nope. I think it only has 20ma. Can't run a fan on that.

You might be able to use a standard temp probe on the heatsink. Not sure how accurate it would be, but if you're just wanting to control a fan with it, I would think that it would work just fine for that.
