Check out my rock anemone. Half of him is gone and and it looks pretty clear the green star polyps are causing this. What should I do? This has been going on for months. The anemone otherwise is doing fine (color is great, he is eating, no other issues)

Yes, creatures stinging of each other is common. About all you can do is physically separate them. It is usually by direct contact, not through intervening water.

Is it ok to touch this anemone? Will he sting?

I would move them away from each other.

This anemone has moved before, why doesn't he move himself? Wouldn't this be instinctual? If I do move him myself where do you think I should put him... My tank may be too small, anywhere I place him he would be by a coral.

He is not moving Reef as he is fitting for his space and these wars are often to the death, even though he could move. These "death wars" ( often as clone wars) are especially famous in rock anemones like Anthopluera sp., which are famous for this. And you have Anthopluera sp.

Ok, so I moved the anemone after quite a bit of trouble but now he looks fine and is settling in to his new spot hopefully. Here is a picture of him now =)
