It is complete with lid, cheapo lights, and HOB filter. Any suggestions on a fun non reef tank project I could do with it.

If you wanted to do something on the freshwater side you could do some shell dwelling cichlids. They have a relatively low bio-load, don't require a bunch of rock work and are compatible with several types of dithers.
/me ducks the flamethrowers for bringing up the freshwater word :D

I am not really into fresh water or reptiles. Is 20g tall to small to do any type of bare bottom fowlr agressive setup?

Maybe a small mantis shrimp? Wennarae or Smithii will do great in a 20g. Check the mantis shrimp forum. You'll get a neat critter that definitely qualifies as an 'aggressive'.

Or maybe a shrimp/goby pair? Not so aggressive, but very interesting to watch together.

I was thinking a mantis tank would be pretty cool. I wish it was large enough for some kind of predatory/aggressive fish.
