I have a 28gal jbj led tank. When cycling a tank, do I run the lights, heater and water currents at all, or should I turn everything off?
Also, should I add mechanical and chemical filters at the back? What about chaeto?

Really, all you need during a cycle is heat and water movement. You can run a skimmer, filters, cheato etc... but it is by no means neccessary.
I wouldn't run your lights becaues you could start an algea out break.

I might try some Chaetomorpha, if it was free, but I agree that heat and water movement are the essentials.
