Single outlet or single circuit? Two different things and I am hoping and guessing you mean circuit.
A single outlet will be on a shared circuit with up to (if I remember right and depending on the purpose of the circuit like for fridge, bathroom, etc) 10+ outlets all sharing a 15-20 amp circuit. A single outlet will also only have one plug on it.
If you want a dedicated circuit then you will most likely have to pull new romex as most wall outlets are ganged (daisy chained) together and setup a new circuit breaker on your electrical panel. Since its going to be on the fish tank you need to treat it like it was in a wet zone (think bathroom or kitchen sink) which means GFCI outlet.
Look for a licensed, bonded, insured, residential electrical contractor in your area with a C-10 class license and expect to pay in the high 3 digits for this work. Also pull or have the electrician pull a permit for the work. You DO NOT want to mess around with electrical work. It can and will kill you and can and will start a fire if not done correctly

terry aka killerbee is very good. he did alot of stuff for me down here, drove all the way from npr twice. great guy.
