Need help conecting my APEX to the Internet.

I have been trying to get a connection from my PC Browser to my Apex.
I have tried everything.

At this time I have my Apex Display having the same IP Address same gateway, same DNS, same Alt DNS, same DHCP Server, and still cant connect by typing HTTP://apex

Yes I have ATT DSL, and I try following the Unofficial Guide.
