Hey Everyone... I am going to be getting more live rocks when I move and I want to use that glue/putty stuff to make some nice setups for my fish. My only concern is how to glue them together without killing the bacteria and everything live on it? Does that stuff hold under water that I can position the rocks, spread the mold, and it will harden? Or should I only be doing this with new rocks/dry rocks?

You can use Aquamend (Home Depot) or the reef epoxy sold at your LFS. It will harden underwater. You can also secure LR together with large zip-ties from the auto parts store. Use both for more piece of mind. It all gets covered in corals or algae eventually anyway.
