Does it matter where the ball valve goes in the attached set up?? As far as controlling flow rate to chiller?

are you running 1 pump or 2? Do you have 2 overflows? I would run seperate pumps for each overflow/return

Honestly probably both, the one before the T will obviously cut/reduce to both the chiller and you return while the other two will reduce/cut individually.

Unless the GPH of your return pump is over the rated capacity of the chiller, there's no need to split the line, but splitting it will allow you to easily remove the chiller for service.

The ball valve immediately above the pump isn't needed. Furthermore, having one there will cause undo stress to your pump. Keep the other two ball valves where they are, and you'll have full control of where the water goes.
