I am assuming that this product (http://www.bulkreefsupply.com/store/brs-reef-saver-dry-aquarium-eco-rock.html), described as "dry live rock", is base rock. Is this correct?

some people consider base rock to be live rock that's not fully cured like this one. http://www.liveaquaria.com/product/prod_display.cfm?c=393+2391&pcatid=2391
but again you can use dry rock as base rock and put live rock on top of it.

When dry rock gets wet for a few weeks and starts to cycle, it becomes base rock.
