Planing on adding a green mandarin. I've always read that a good population of pods its necessary, and that it is better to not have a mandarin and a wrasse together, but in my tank, all of my fish species love pods, the 2 purple firefish, the 2 Green chromis, the 2 Ocellaris, my yellow watchman, and even my cleaner shrimp.

The only species that are actively preying are my chromis and my watchman, the others are eating the pods floating on the water column.

Are they competitors for the mandarin?
Can I keep the mandarin in a 65 gallon tank with a 10 gallon refugium filled with LR and cheato? I have more than 80 lbs of LR on the system

It's about the minimum I would do and I'd keep just one, and I'd probably get a small one to hopefully let your system mature even more in that area.
I don't see your existing fish list to be much competition.
Most wrasses are much more aggro in hunting pods, while what you have may just grab the occasional floater or easy grab.
