At what temp should I set my chiller to come on and off if I want a set temp of 78

How hot is your tank getting now? A fan blowing across the surface of the water will drop the temperature a couple degrees by evaporative cooling.

I would say set the thermostat at 78 degrees and that should get you 78. If it doesn't then turn it up or down a little.

right now i have my chiller setup to turn on at 78.5 and shut off at 78 that course it to turn on and off every 5 min... couldnt i set it up to turn on at 79 instead of 78.5.. without the chiller my tank get to about 86 on a nice day..

Why are you keeping the tank temperature so low? Do you have cold water fish? For most common reef fish and corals, 82 or 83 is fine. Your chiller will run a lot if you plan on keeping the tank at 78. 4 degrees swings from day to night is fine.

82 or 83 is fine.

My chiller is set to 79 and will turn on at 81ish since it has a 2 degree variance.
