I bought a 75g tank from a previous owner who left a 3'' sand bed that was immersed in water. I didn't get around to filling the tank with water until a month later so the water evaporated, but I think the sandbed was still moist. I added about 10 lbs of LR covered in coralline algae from my 10g along with around 40lbs of BRS eco rock.

The tank has been cycling for about 3 weeks-and i noticed copepods on the rocks, and on the glass of my tank.

Does this mean my tank is cycled?

Sounds cycled to me.

I would ghost feed (add a small pinch of flake food everyday as if you were feeding fish) for a week and check again. If everything is still at 0 then you can add a small cuc and then your first fish.

well which is it :P

I agree with the previous posts. sounds cycled, but I'd ghost feed to be sure. an added week isn't going to hurt anything.
