Skimmer overflowing with bubbles

My collection cup gets full of thick foam, so much that the foam comes out of the holes in the lid. There is a little bit of water accumulation in the cup but just a massive amounts of bubbles. I've raised the bubble line up so far that it is about 2 inches away from the top of the riser tube. Any ideas? I want a wetter skimmate.

If the foam is not breaking there is likely something in the water creating a greater amount of surface tension than normal or your dissolved organics levels are extremely high. Did this just start or has it been ongoing? Do you run carbon on a regular basis?

Last water change? I would do a good water change first, and then adjust skimmer from there.
