can i connect my lap top to the apex with the serial port cable and be able to program that way?

If you have a laptop, it most likely has a ethernet port. You can go into the port settings and manually set it to have an IP address on the same network as the one you have set in the apex. Then just connect them together with a standard ethernet cable.

No need to use serial but almost as easy and without the internet.
