Milky water= Bacterial bloom?

Hi,
I was running some rowaphos with my biopellets then took the rowa off. The next day my tank looked like milky water so I am assuming it is a possible bacterial bloom. Did a 25% water change with not much luck. Any thoughts if I am assuming right and a good way to solve the problem?

Almost all "milky" water is caused by a bacterial bloom, so that is a good bet, most of the time the just burn themselves out in a few days, you can try running some GAC in a mesh bag, that might help.
