Drill and dowel with fiberglass rods or use Aquamend (plumbers putty)

Plumbers putty will never dry it's not suppose to and if it did how would you ever get the pipes joints apart? Is very unsafe for fish tanks, be it Salt or fresh. JB water weld is epoxy putty and it is safe. It will cure under water.
