I am breaking down my 65 gal reef and would like to move some of my fish over to a new 30 gal tank 24L x 24W x 12 T. It will be drilled with a 10 gal sump.
1 red scooter blenny - he eats anything he can get including pellets
1 Spotted Mandarin - eats frozen
1 Algae Blenny- fat as a pig, eats everything
1 Gold Stripe Clown - never shown aggression even agains my hand:)
3 Blue Green Chromis - doing well in the 65 together
1 Yellow Possum Wrasse- not afraid of any of these fish
Could i maybe add 1 more fish (like a chalk bass)?

That is a lot of fish in anything smaller than the 65.

I'm planning on a cherub Angel, a pair of McCosker Flasher wrasses, and a Tailspot Blenny in my 30 gallon. My tank is 3 feet, though.

Normally flasher wrasses require a slightly larger tank.

Really not even close? Hmmm i guess i must reconsider then.
The scooter blenny and mandarin are pretty small and do not require much swimming space so i see no need not to include them
The possum wrasse is small also (suggest tank size is only 10 gal)
The GSM stays with his anemone and never wanders off so no problem there
The chromis will grow big..i realize this so i might let them go
he algae blenny is another i could let go.
thoughts?

How long have you had your GSM? It seems like the one you have may still be a juvenile, and if that is the case, once he matures, he will become quite large and a terror (i.e kill your other fish). You may get lucky though, but something to think about.
I think you could keep your scooter blenny, mandarin, possum wrasse, and GSM for awhile like you said and trade in your other fish.
