Can ro/di system be safely hooked into hot water heater in garage?

Do NOT hook it up to your water heater -- hot water will damage the RO membrane.

on the inlet side yes...( cold water in!)

Yeah it will be on the cold side not hot, so it can be done safely?

I see your in Vegas so this won't likely be a problem often, but doesn't it drop below freezing at times? This could present an issue....

Absolutely you can plumb it onto the cold water supply side of your water heater. As others have said, make sure you dont put it on the hot water outlet side....

hey i was thinking the same thing but i was going to tap into either my refrigerator water line or my garage's sink water line.
