How do you adjust a wedge pipe skimmer?

Turn it clockwise or Counterclockwise

Open it all the way by turning the pipe so the v grove lines up with the output.

Slowly turn it clockwise or counterclockwise till the bubbles get to the desired level. Sometimes it takes very small adjustments so start low and work your way up.

Is it possible that it is on backwards so it does not work,basically two holes align one in each pipe so you get something like a moon phase say a quarter moon to a full moon. The holes are about the size of a ping pong ball.
