Help settign a etss 800

i have what i belive to be a old etss 800 dual down draft i am running it on a 180 with a 55 gallon sump

i have the outlet sitting right above the water level in the sump
and i am pushing it with a little giant 3mdx

i am havingg problems getting the water level to skimm dry it seems to be skimming too wet

also once i get the skimmer to have a nice looking foam i belive my ato knocks the foam down because the outlet to the ato is right above the intake to the skimmer pump ( this will be moved)

but wven with the ato off i still cant seem to get a dark skimm it is always watered down
