My Candy Cane started receding from the bottom due to what I assume was bad water quality. Now I've picked up the slack with water changes and everyone is better.. But the Candy Cane is still showing skeleton below the tissue. Will it grow back down over it?

If there is tissue and its still attached to the skeleton, it should recover... however, if there is any issue where it got infected or another reason why its receding, it can keep shrinking

It will regrow as long as there is still living tissue on that head. If all the tissue is gone, it won't.
