I want to start up a 40g tank, but I know I will have to move it in 3-4 months.
Can I get started cycling and then move it to a new apartment?
I know moving the "cycled" water will be a pain, but... I just can't wait.
Any advice would be appreciated

As someone who had to unexpectedly move a tank a few months into it, I'd say "Don't do it! Wait."
But in reality, if I were you, I'd do it. :)
1. Don't be too attached to your aquascape.
2. Don't be too attached to anything, really. Stick to inverts and hardy captive bred species.
3. Have a bunch of friends that can lift heavy things.
Start collecting buckets now. Try not to disturb the sand bed too much. That may mean leaving your base rock in the tank. Keep up on water quality, so that when it is time to move, you can keep as much of the water as possible.
Make the move quick. Temperatures drop quick, and stress can be fatal.
