Can't tell how encrusted it is in the picture but I usually just take a pocket knife and wedge it in between the coral and the plug usually pops right off

Is it safe to gel glue it to a rock after that?

gel glue is safe.
alternatively, you could also just cut off the stem of the plug and glue the disk to the rock.

I tried t do that with a dremmel and a diamond cutter attachment. made sparks and i didn't want to chisel my finger off. lol

how about rongeurs (bone cutters) they come in most fragging kits i think. or a large pair of wire cutters works just fine too.
goggles and make sure you count fingers afterwards!
