ok i am upgrading from a 20 gallon reef to a 65 gal reef and i have a lot of questions that i need some expertise on so please help

1. i have a 200 watt heater for the tank and no matter how high i set the temp to on it the tank stays at 74 so is that good for a reef with LPS,SPS,softies, clams, anemones, shrimp, starfish, fish etc.....

2. I already have about 65lbs of live rock in there and i like the way the tank looks now but once it is done cycling i am hoping to add about 4-9lbs of old live rock from my 20 and into the 65. (i could not add them before because they had corals on them.) would it be ok to add that rock into the system as i add the rest of my stuff from my 20 such as fish (clown and sixline) and corals (soft and LPS) i just want to know if everything will be ok if i add that rock into the 65 as well as everything else from my 20 when it is done cycling
(one piece will go in the refugium and 1-2 pieces will go in the main tank)

3. When i do my first water change i am looking to do it the day i add everything from my 20 into the 65 and i was wondering if it would be ok if i could take out 20 gallons from the 65 and put in all of my old tank water from my 20 gallon or should i use new water.

4. As my starter fish for the tank i am looking to do 3 blue/green chromis and i was wondering if i should add them before or after i add everything from my 20 into the new 65

5. last but not least i have a lot of diatoma algae on my rock and some on my sand bed, i was wondering if that is a sign of the cycle occurring or what??? my water is PERFECT not one spike of ammonia, nitrite or nitrate for the 9 days its been up and lights are on for about 4 hours a day.

Please help THANKS
