Can a water sample with a TDS reading of 18ppm have a NO3 reading of 50ppm?

Maybe. The two measurements aren't all that correlated. I'd have to know more chemistry to be able to determine that. On the other hand, hobbyist nitrate kits are fairly infamous for accuracy problems.
