because when mixing as package says 1Ib / 4 gallons .. don't give 1.023 as it say

How far off of 1.023? Maybe the hydrometers are just off, which is very common.

I'd check them with a DIY standard, or get a conductivity probe or refractometer that you can calibrate. :)

i checked them with saline standard 0.9% which give 1.006 SG and 8.6ppt

Unfortunately, I don't know exactly what that should read on a seawater hydrometer, and it is far from where you want to read, so it isn't the best thing to use anyway. :)
