I know in order for me to get rid of ich in the DT I have to fun fishless for 6-8 weeks, my question is can I do water changes within that 6-8 weeks?
I read somwhere that you can't which I thought it was ridiculous.

Yes you can do water changes.

where did you read that says you can't do water changes in a fallow tank? That does sound ridiculous!

Water changes are fine. 9 weeks is the suggested fallow period.

Water changes, Feeding garlic, and UV Sterilizer... I did those three and the ick went away after 1-2 weeks.

Actually, not. You still have it just not with visible symptoms. UV does not cure a tank of ich, garlic is useful as an appetite stimulant but does not cure ich.
