i have a 75 gallon tank and a atb840 skimmer.
i would ideally like to match my flow to what my skmmer can process.

There really isn't any reason to worry about that. You have no way of insuring that your skimmer will process all of the water as it flows through your sump unless you have a way to funnel all of the water through the skimmer exclusively. Personally I like to have very high turnover rate running through my sump. A lot of people do not like any more than 3 or 4 times the volume in the display tank.

I also like high turnover rates and would personally get the most I can without causing noise, splashing or micro-bubble issues. Most opinions I've heard say 6-7 times your water volume (roughly 500gph in your case). If it's too low, your skimmer might not run efficiently but I imagine it would have to be really low for that to be a cause of concern.

It's really a matter of head pressure. The Mag 7 runs at around 480 gph at 4 feet. If you're going to have more than 4 feet worth of plumbing on the pump then I would recommend you look for something a bit more powerful.
