Ive been advised to mix salt with water in my initial tank setup but question is should I put my sand down and LR first or how?

Water, rock, then the sand. You want your rocks on the glass. If you get anything that borrows in the sand you don't want them going under your rocks and shifting them.

Definitely not the live rock. You will have too much die off since the salinity is not correct until it is fully mixed. The sand wouldn't matter unless it is live sand. I would probably do it without anything in there, but remember to take displacement into account. Shoot for the low end and have a bucket (or trashcan) of water mixing to make up the difference.

Ok so then I'll set it up wait the water mixed first but then how long before I can put the sand down? Also I'll put the rocks down after the salt is mixed but how exactly? Just lay it in front of the rocks? And once salt is mixed then I add rocks correct

I'm getting a tank set up too. I've got 2 others established for a few years now - For the new one, I mixed salt, filled it 3/4 then sand (40 lbsof caribsea live sand) & will add my live system sand & rock once the sand storm is settled. I'll also add water from my existing systems to lower the cycle period. I hope it works out for you!
