What is needed to run 2 dc8s on the ac jr?

Set the bus address on the 2nd DC8 to something other than what the 1st DC is using, then connect it's CTRL IN port to the CTRL OUT port on the 1st DC8.

But due to the limit of 12 timers in the ACjr, you will only be able to use 4 outlets on the second DC8 (or any desired combination of 12 outlets on the pair of DC8s)

Thanks for the info Russ. So I can still have use of the other 4 outlets just basically no control or timing of them correct? As of now I will only be needing timing and on off function of 11 devices.

No, you won't be able to use the other 4 outlets at all. There's no effective way to turn them on and have them stay on all the time, for example. If you find you need more than 12 outlets, your best option would be to pick up a used AC3 (which supports 24 timers) or just go for broke and upgrade to an Apex or Apex Lite. You can use your older peripherals like the DC8 with Apex and Apex Lite, but not with their baby brother, the Apex Jr.
