When changing the sock in the sump, I found many tiny shrimp maybe 1/4" long. Does this mean my two cleaner shrimp are having sex and babies? If so, will any likely survive? Thanks

Those are pods not shrimp babies. When your lights are off at night grab a flashlight and take a look at your live rock, they will be zooming around all over the place.
