I have used viniger and a razor blade to clean it but it still seems foggy. Do I need to buff it out? if so with what? any suggestions?

Vinegar, vinegar and more vinegar is about all you can you with glass. Buffing isnt going to help glass.

True, and non scratch scotchbrite pad, or magic eraser.

It's cause by mineral deposits in the salt spray from the tank. IME, it will never be totally clear again, short of maybe using a more powerful acid which is not suggested in an occupied tank.
