cycle stalled - water change?

I've been cycling my rock in a garbage can with some powerheads & heater. After a month, my ammonia has decreased back down to 0, but my nitrites are still at 5ppm (which is the highest my api test kit reads). Should I do a water change at this point?

no let the nitrites hit 0 then do water change and ur rock will be ready then.
