The LM III states that it retains all the settings during a power failure. Is it ok to put the LM III on a timer so it only runs 20hrs a day instead of 24? Will this affect the functionality long term?

The short answer is yes.

If you want to dose a specific number of liters during that 20 hours, you would multiply your desired total by 24 divided by 20 and enter that number into the FLOW for that pump.

The LiterMeter III has non-volitile memory and power outages will not affect it.

Yes, you can do the same thing with the original LiterMeter.
In that product, the thumbwheel switches are the "memory".
