I am replacing the front panel on a fish tank I bought from Craig's list and in removing then silicone between the panels the bottom half of the glass edge looks clear but the upper part looks almost like a sanded glass. It is hard to explain but do the manufactures sand the glass edges or is this just old petrified silicone that I need to grind off

could be silicone, picture would be great to be safe i would take some 2000grit with denatured alcohol to make sure its going to make a good bond.

The bottom part is clear glass and the top part looks like it was sanded. When intake a razor blade over the sanded part no silicone comes off and I have tried using steel wool and it still looks the same.

It's a wet sand job. The glass was cut incorretly or a little to large, so you can grind it down with a belt wet sander. At least that's what we used to do at the glass shop I worked at. It doesn't hurt anything
