Likely an egg sac produced by a worm. I occasionally see them on the sand as well. Will probably disappear shortly, no harm done.

That is its mucus bubble it secretes to sleep in. They do that to protect themselves from nightime predators in the wild.

Definitely not a wrasse cocoon. I have that bubble once a month or so and I have no wrasses. It's is some type of spaghetti worm mucus. I have one with 7" tentacles in my rock and it makes the bubble.
