Best solution (vinegar water?) for using to clean powerheads and stuff?

Vinegar is good, I usually put some in a bucket so it covers the item I'm trying to clean. You can use it full strength if you have to. If you're cleaning pumps, I'd run the pumps in the solution to clean the inside too.

Yes. It's also a good idea to take them apart to clean the insides too.
