25lbs of rock in display = 25lbs in sump?

I was looking at my tank and I was thinking about creating some more open space in the tank by moving some rock to the basement sump. Does it reduce the benefit of the rock by having it in the sump where perhaps the flow isn't as strong?

I Know somebody that just transferred all of his live rock to his sump to use ceramic structures to get a more open feel, has not had any ill effects, he has 1400 gallons in his house, he is doing this for a 400 tank, so you should be fine :)

I 2nd football dude's opinion here. The rock will still be part of the same system so I don't see why there would be any adverse effects with the move although my personal preference would be to keep all the rock and then add more.
