What is moderate flow?

Can someone tell me what moderate flow? I read on a forum moderate flow is having the corals gently sway in the current. Is this somewhat close? I think I need to add more flow.

My guestimate would be roughly 25x to 30x flow thru the DT.

Visually, moderate flow would be the tentacles gently swaying in the current, lots of movement just not rapid darting motions.
