I will be putting my live rock back into a brand new setup (new substrate and water). The live rock had a phosphate problem and has been cooking for a month. Newb question here but would it be ok to add a few small hardy type corals with no fish in the tank? Maybe zoas and a finger? Fish are qtd for another 6 weeks and I'm dying to get something going.

If the water tests come up clean, and the cycle's done, then yes!
try mushrooms, xenia, gsp, or something else that is considered ivasive, and therefore difficult to kill;)

+1 and look into a algae turf scrubber to attack phosphate and nitrate issues down the road.
