What is the best way to do this?

I guess I should clarify. I'm looking for one power cord from the wall to the housing of the lights, inside it would go to a power supply. From there it would go to a controller board, I assume arduino, which could control the timing/dimming of 2 LED seperate LED drivers, a pair of T5 bulbs (these dont have to dim, but would be nice), and a couple cooling fans. Thanks!

You will need a stepdown convertor for the adruino and then a Rome relays for the t-5.
I can link to what I'm talking about later, I'm on my phone right now.

It would look more like this:

you can get rid of the wallwart and use one of these (http://http://compare.ebay.com/like/310576879919?var=lv&ltyp=AllFixedPriceItemTypes&var=sbar) off the power supply

and this relay (http://www.amazon.com/SainSmart-2-Channel-Relay-Module-Arduino/dp/B0057OC6D8/ref=sr_1_6?ie=UTF8&qid=1366852838&sr=8-6&keywords=sainsmart) for the t5, wired like gorgok demonstrated above.
you can run your fans off that relay too.

That reg is a nice little thingy, much more techincal and fancy looking than the standard wall wart... any idea how much load it can handle? Could it take the power from a 24V supply and drop it to 5V, while pushing 2A through it? (This isn't what the arduino would be using, unrelated thought...).

Felix the link isn't working for me...

Awesome. What power supply would you recommend, and what would be the best Arduino for the job?

I put the number 3D310576879919 from that link into the search and came up w a step-down converter.

It can take 40v and drop to 1.25, spec says guaranteed 3amps.
