Can't figure this out...Please help!

So, I work at my LFS and about a week and a half ago (maybe slightly longer) we got in a copperband butterfly (a few of them actually). Anyway, they all looked fine out of the bag and after acclimation once they got place in our tank. The next day one of them had some little black spots around the edge of his fins, we threw him in quarantine with hyposalinity (at 1.018). That didn't do anything so we dosed a couple things (I'll have to get the list, the owner did it, not me) I know copper was one of them. Nothing we have tried seems to be working. Other than the spots, which now have a couple white dots in them too, he seems fine. His swimming and activity seems normal, eating is normal, breathing doesn't look labored. Anybody know what this is and how to treat it? We are at a loss here. The video shows it better than the pictures, I couldn't get him to hold still long enough to get a good shot. I've read that it could be fin rot, but his fins look fine (not ragged or anything) other than the black stuff on them. Thanks for the help!
