so i've been looking about for rock for the aquarium i'm looking at getting around 30 kg of dry rock, my aquarium is 40 gal + sump (not sure what that will be holding yet as i'm making my own from two old tanks) so think thats about right amount?? but my main question is how to get from dry rock to live rock?? thanks

30kg should be fine. To get the dry rock live you can seed it with a piece of live rock or start the cycle with ammonia or raw shrimp and in time the bacteria will populate the dry rock
