Can anyone help me to id this stuff ive been battling it for a while now

Tank params are
KH 9
CA 430
P04 0.02
N03 nil

I am skimming wet running phos media as well as carbon

I can't identify algae, so I can't help there. Is it a solid mass, or does it break up with a light touch?

it breaks up with a light touch, it has bubbles in it towards the end of the day

Then it's likely a microbe, possibly cyanobacteria or dinoflagellates, or a mixture of various microbes. I'd probably spend a few minutes a day siphoning out what's easy to get, and maybe up the GFO a bit, and see how the tank shapes up afer a few days. You might need to be more aggressive, but those steps are very easy to do, IMO.
