It's grape caulerpa. Caulerpa can be very invasive, so you'll either want to remove it or keep it pruned frequently.

Do not pop any of the "bubbles", they will release spores into the water, in turn creating more.

try to pick out as much of the 'roots' (holdfasts) as you can-they can go deep into any crack/crevice. if missed, it regrows from there.
