I was wondering... Amount of light and old bulbs can cause an algae bloom but algae feeds of P04 and nutrients...so would it better to he a reactor to lowere phosphates or would a new set of lights be better option?

Best to take on both, taking sides and leaving one open to algae will not bring the results you want. Unless youre on a strict budget and can only take on one at a time thats another story. But in the end, both will need to be addressed.

Budget is kinda the issue I will address both as soon as possible but I would like to Attack one as soon as possible

I would switch the lights first. Back when I ran T-5's and MH lighting, I could always tell when the lights needed replacing due to algae growth. As the bulbs shift spectrum towards yellow, it really does make a big difference with algae growth.
