I just added two Hydor Koralia 750-850 power heads to my tank in somewhat of a downward circular motion. Should I aim them more level at the top or even up a little to break the water?

it depends on where you want the flow to go mostly.

surface agitation is good for gas exchange and helping release CO2, but unless you feel your dissolved o2 numbers are low, eliminating dead spots is more important.

if you run a skimmer, changes are you water is well aerated already.

i used to run a 1050, 750, and 420. the 420 was directed at the surface while the other two were pointing around the rocks. when i switched to my mp40 i ditched the 750 and 420.
