When you say just, do you mean today and it's possible that the anemone is acclimating.
Always check water chemistry first.
Is the anemone attached?

Really does not look that bad, if your water is the cloudy and you have not been recently working in the tank you might have an issue.

Have you tested your water quality?

Its cloudy because I worked in it last night, after work I wwill check Ph and sg

You need to check ammonia, nitrites and nitrates as well.

He is freshly intro'd and also should really be in the sand bed.
You probably would be helped best by giving some tank specs, age of tank, lights, all that good stuff.

tank is four years old, and lights were actually replaced when i purchased the anemone. should i place him in the sand? most of the sand is covered with live rock so that dosent leave him much space

He has detached himself from this spot in my live rock and is now toppled over in the sand, is this normal?

Should I help him or is he okay? Im new to anemones

Nem sometimes will shrink and close when they eat or to expell water before they reinflate to cleanse themselves

So how often should he do this and how long dose thos prosses take?

Like Davocean said, that guy needs/wants to be in the sand. If it was mine, I would find a spot up against the rocks, with good flow and light, dig a little bit of a hole next to the rock, and try to get it to stay put in the crater you make in the sand. It should start to bury itself into the sand. May need to temporairily turn down the flow while it digs in, which may take a little while. Or you can place rocks around it to try to pin it in place too, but don't smash it with rocks. Don't forget to turn your flow back on once it attaches itself. AND COVER YOUR POWERHEADS WITH FOAM so you don't shred it when you turn your back and walk away.

Messing with nems isn't the best, they do best when left alone, but that guy looks like it needs a little guidance.

Otherwise, looks ok for a new one. Best of luck, I hope it does well for you!

And then, tell us a little bit about your parameters.

never seen mine to be inflated like that, but on the other side - when mine was burring in 3" sandbed, it inflated his foot quite a lot during that procedure.
If u have less than 1" sand it could in theory inflate to some strange shape.
u still not provided water parameters. how deep is that sand? he need 2" at least for start.

Hard to say for sure, yeah, it is struggling a bit, hopefully just acclimating, but at least you have it in a better location.
Hopefully you will see it set foot, that would be a good sign, and then mouth begin to close, hopefully.
Be patient, but keep an eye.
