I have to second the bubble algae, thats what I thought of first when I saw it. Are there 2 different colored clusters of green balls? The top part looks more packed together and a light green color than the darker ones on bottom. Or is that just the picture making it look that way? also is there a film over/around the top cluster?

Yes there is two different colors. In fact the photo makes it look greener than it really is. And yes there is a film over the tiny balls. In real life it really does not look like bubble algae.
Also, this is fresh out of the ocean. I bought it from an LFS that got it in the day before. So it really could be ANYTHING if it is indeed eggs.
