Sure. But if this is a reef, they'll need constant cleaning to keep nitrates down. If your tank has enough LR, you shouldn't need the bio-balls. They only help with ammonia/nitrite, not nitrates.

FWIW: If you ever have to cycle a HT/QT in a hurry, toss those bio balls from the sump into an HOB filter and the QT is ready to go.

They are more efficient in a wet dry situation- but certainly will colonize submerged. Mr Tuskfish makes an excellent point on having them as a culture for new or emergency tanks. I keep a bag of crushed coral in all of my sumps for that very reason. I run a few fish only tanks with bio balls, or noodles-and they maintain good water quality, but I do regular water changes and gravel vacuming. These tanks were set up when wet dry was the optimum way to go- and house fishes between 8 and 22 years old.
